Seminar on UNION BUDGET 2022-23: ITS IMPLICATIONS FOR RAJASTHAN

The Union Budget for 2022-23 was presented in the wake of a depressing macro-economic scenario in the country. Though the budget pronounced an annual growth rate of 9.3% for 2021-22, yet macro fundamentals do not bolster it. The pandemic has ravaged both rural and urban economic spheres of state economies for the last two years consecutively. The persistent social and economic threats posed by Covid-19 has rather compelled state governments to spend more on social sectors and welfare programmes and schemes to ensure that hardships of people, particularly in lower social and economic strata are minimal. Recent reports by different national and international agencies have rolled out statistics on employment, income level, indices of social and economic development at national and sub-national levels. Broadly, all such statistics confirm that unemployment rate, especially the Youth, have surged during pandemic years and its rural-urban divide works to the disadvantage of the latter.  At sub-national levels, there has been a sharp decline in the monthly income of those in the lower stratum of the society. To spur economic growth and employment, central government programmes are vital. In the light of the above that the impact of Union Budget 2022-23 on the state-economy of Rajasthan is discussed with a view to supply policy inputs to state of Rajasthan.

Thrust Areas to be discussed in the seminar are:

– Impact of Union Budget on Agriculture and allied sectors in Rajasthan.
– Impacts on MSMEs and Urban informal labour market in the state.
– Unemployment, poverty and inequality in Rajasthan.
– Social sector development (Education, health, and Gender, socially vulnerable groups etc.)
– Impact of the Union Budget on State Finance.

A panel experts from academia and policy advocacy will present paper in the seminar

Seminar Outcome: The outcome of the seminar will be presented to the Government of Rajasthan as policy paper.

The Seminar will be held on February 07, 2022 (2.00 pm to 5.00 pm) in hybrid mode at IDSJ.
